Jefferson & Broomfield Counties Projects - Regional Mapping Project



Problem: Each agency in Jefferson & Broomfield County has individual mapping data as it relates to GIS information. The agency’s data set is typically the area for the city boundaries and 1 – 2 miles outside of their boundary area. Some agencies do not have their own GIS staff and most agencies do not have a Public Safety GIS staff to focus solely on the needs of the PSAP.

Analysis: With the implementation of Phase II, the reality of Mobile Critical Incidents and Wild Fires that can cover thousands of acres, the need for map boundaries to extend beyond each agency’s city limits is critical to public safety. When combining efforts to perform mutual or automatic aid, it is essential that everyone is talking the same language, and viewing the same information.

Solution: Create a centralized data set that each agency can pull the information from to populate their individual mapping software.

Response: Over several years the members of the technical committee have engaged in several discussion about mapping concerns and ideal mapping solutions. We have watched several presentations on mapping products, and have engaged each agency’s respective GIS staff. From the feedback from our GIS staff we identified the scope of the project and how to achieve the end result to solve the problem.



The project will consist of four components;


1- Compiling the existing GIS data and solving discrepancies between jurisdictional boundaries and emergency service zones.

2- Developing new GIS layers to include an emergency service zone, cell sector, hospitals, and schools.

3-Implementing regional mapping software in each of the ten PSAPs as a stand alone application.

4-Developing an update schedule for the respective GIS department to push their GIS information to update the map, and for vendor to push the updates back to the PSAPs.

Our established time anticipates acceptance of the Regional Mapping System in December of 2006.
